The bikes roll at speeds up to 28 miles per hour, city officials say.Every other month, a limited number of e-bike rebate vouchers are available. These give an upfront discount on the sales prices of e-bikes at participating bike shops. Missing plumber was asleep under house, woke up when rescuers cut through floor A plumber who had disappeared under a Los Angeles County house for hours emerged safely after firefighters cut through the floor. He had apparently been sleeping.Emergency crews were called around 6 p.m. Saturday to a home in Northridge. The homeowner said the plumber, a 50-year-old man, had gone into the crawlspace about three hours earlier and had not been heard from since. He did not respond to shouts or pounding on the floor.The Los Angeles Fire Department called in urban search-and-rescue specialists.
