St. Paul City Council to amend marijuana ordinance, barring smoking from parks, playground, reduced penalties Weeks after recreational marijuana became legal statewide, the St. Paul City Council is planning to approve new rules limiting where residents may smoke.A public hearing on Wednesday drew strong opinions on all sides, with anti-smoking advocates urging the council not to back down from efforts to keep second-hand smoke of any kind out of public places enjoyed by children and families. The officer’s name and details about the officer’s condition were not immediately released.The 43-year-old suspect fled, prompting a Blue Alert to let the public know a suspect who posed a potential threat to law enforcement was on the loose.KCCI-TV reported that the suspect was captured just before midnight and taken into custody in Brown County, Minnesota, according to a news release from the sheriff.
